By lifting the rural population, Mao wanted exemplify the failure of capitalism and strenghten the commuist idea. During his time many young people were sendt to rural China in the attempt of balancing the population growth and secure the development of agriculture. Rural China was to become more attractive by the development of more smaller cities and towns. [1]
